
Groups oppose U.S. equipping Ukraine with cluster munitions
The weapons are banned under a Geneva-based treaty adopted by 111 nations, but not the U.S., Ukraine or Russia. Certain types are still permitted if they can self-destruct.
The Convention on Cluster Munitions is an international treaty that prohibits the use, production, transfer, and stockpiling of cluster munitions. The convention, which entered into force in 2010, also requires signatory nations to destroy their stockpiles and clear contaminated areas.
