Holy See

The Holy See is the universal government of the Catholic Church. As a sovereign entity and permanent observer to the U.N., it is a major actor in international diplomacy, advocating for peace, human rights, and religious freedom. It maintains diplomatic relations with over 180 nations, and its global influence is distinct from that of Vatican City, the independent city-nation over which it has sovereignty.
