Extreme weather turning war refugees into climate refugees

By mid-2025, a striking 3-in-4 refugees reside in countries facing high-to-extreme exposure to climate-related hazards.

Millions of people uprooted by conflict are forced to flee again due to extreme weather that drives them into a "vicious cycle" and repeatedly shatters their chances for recovery, the U.N. refugee agency reported.

The scale of vulnerability is immense: out of the 117 million people displaced globally by mid-2025, a striking three in every four now reside in countries facing high-to-extreme exposure to climate-related hazards, UNHCR reported on Monday as the U.N. climate summit COP30 began.
