WASHINGTON (AN) — The U.S. Supreme Court delivered a significant victory to the Trump administration, allowing it to freeze $4.9 billion in foreign aid that had been approved by Congress.

The ruling, issued on the court's "shadow docket," is not a final determination on the legal merits of the dispute. It is the first time a president has used a "pocket rescission," a maneuver to withhold funds without congressional approval, in nearly 50 years.
