Pacific island nations are seeking to ensure that rising seas cannot strip them of sovereignty over vast stretches of ocean, as geopolitical rivalry puts growing pressure on the region and tests its ability to act collectively.
The stakes extend far beyond the small land areas of some Pacific nations. Island nations control enormous exclusive economic zones containing fisheries, seabed resources and strategically important waters that have attracted growing attention from China, the United States and other powers.
