The U.N. General Assembly adopted a declaration on pandemic prevention and preparedness, but opposition from the United States and two other countries exposed continuing divisions over the international rules governing responses to future health emergencies.
The declaration passed by 153 votes to three on Monday, with the United States, Israel and Argentina opposed and New Zealand and Paraguay abstaining. It had been intended for adoption by consensus at a high-level meeting on Sept. 25, but objections forced a formal vote.
