International bodies convene on escalating GPS jamming threat

The incident in Bulgaria involving the E.C. president's plane was quickly framed as a deliberate act of hybrid warfare.

A reported GPS disruption to a flight carrying European Commission President Ursula von der Leyen has brought the issue of electronic warfare to the forefront of international discussions, with different parties offering varying accounts of the event.

A plane carrying Ms. von der Leyen was affected by GPS jamming while preparing to land in Bulgaria, according to E.U. spokeswoman Arianna Podestà. "We have received information from the Bulgarian authorities," she said, "that they suspect that this was due to blatant interference by Russia."
