UNITED NATIONS (AN) — The U.N. Security Council has renewed its humanitarian operation in Syria, but only after caving to Russia's demand to reduce cross-border aid from four crossings to two.

The decision on Friday, which cuts off assistance to more than 1 million Syrians, was passed with an 11-0 vote, with abstentions from four of the five permanent members: Britain, China, Russia, and the United States.
