OSCE conference recasts technology as a security governance challenge

Swiss officials argue multilateral institutions must shift from reactive diplomacy to anticipatory governance.

GENEVA (AN) — As the Organization for Security and Cooperation in Europe concluded a two-day conference on emerging technologies and security, Swiss officials and senior OSCE leaders used the meeting to advance a broader argument: that international security institutions are falling behind the pace of technological change and must begin incorporating scientific foresight into diplomacy itself.

The conference, titled “Anticipating technologies – for a safe and humane future,” brought together government officials, scientists, diplomats and technology experts at CERN in Geneva to discuss how artificial intelligence, quantum technologies and other advanced technologies are reshaping security, governance and geopolitical competition.
